DRC Field Coordinator

DRC is recruiting a Field Coordinator to roll out implementation in three emergency-prone focus countries and in two countries that will experience a humanitarian emergency with a likely diaspora response. The Field Coordinator will work closely with the DEMAC Platform Coordinator, who has the overall responsibility for DEMAC progressing according to plan and in line with donor agreements


Within the last decades there has been a growing recognition among development and humanitarian actors that the diaspora – people living outside their country of origin – play increasingly important roles in the political, economic, and social lives of the people in their countries of origin through transfer of money, values, skills, and ideas.

For communities and households in countries of origin, relatives in the diaspora constitute an essential safety net in times of humanitarian crisis. Diaspora are first responders and support family, relatives, and communities through increased remittances, through community-based donations, and through diaspora organizations that are in close contact with partners in their countries of origin. However, with the diaspora responses being “intra-community” they are rarely documented or recorded – or even understood and recognized by the conventional humanitarian system. As a result, diaspora humanitarian responses and conventional humanitarian responses are implemented in parallel - leading to overlaps and gaps that could be avoided.

Humanitarian needs continue to increase and there is a need to explore the variety of actors and approaches involved in humanitarian action and ensure better learning and coordination mechanisms between these actors. Against this background, DEMAC aims to establish itself as an institutional platform that will: 1) Document and understand the modalities and extent of diaspora humanitarian interventions; 2) Conduct a series of workshops for diaspora organisations and institutional aid actors to enhance the mutual knowledge; 3) Develop recommendations, resources and tools on means and methods for improved operational and strategic communication and cooperation between diasporas and institutional actors.

Core activities of DEMAC will include:

    • Engagement with the formal humanitarian system in three focus countries to verify local buy-in to explore possible collaboration and coordination with diaspora in emergency responses.
    • Development of standard terms of reference for documentation of impact and outreach of past diaspora emergency responses in three focus countries.
    • Testing of the ToRs in three focus countries and two new emergencies.
    • Based on results from documentation exercises consultations should be held between diaspora and formal humanitarian system on how the system can possibly reflect diaspora emergency responses in assessments and the overall humanitarian program cycle.
    • Results from the documentation exercises should be shared and discussed with diaspora communities for their internal learning and possible coordination.
    • Organizing an international conference for sharing and discussion of lessons learned from in country processes and the way ahead for collaboration and coordination between diaspora humanitarian response and the formal humanitarian system.


The Field Coordinator will be responsible for the field level implementation of DEMAC activities, which will include:

    • Engagement with the Humanitarian Country Teams (HCT) in three focus countries (to be selected) and in up to two new emergency areas with diaspora emergency response.
    • Development and testing of standard Terms of Reference for documentation of modalities, impact, and outreach of diaspora humanitarian engagement in focus countries and in two new emergency areas.
    • Supervision of consultant(s) during documentation exercises to ensure all aspects of diaspora engagement are documented.
    • Based on the documentation - organize and facilitate the presentations and consultations with diaspora organizations / networks in countries of diaspora residence
    • Based on the documentation – organize and facilitate the presentations and consultations with the institutional humanitarian actors in focus countries and in new emergencies.
    • Facilitate diaspora peer-to-peer learning workshops for diaspora engaged in the focus countries
    • Support in organizing and facilitating an international conference for sharing and discussion of lessons learned from the country processes.


  • 10 years’ experience from humanitarian emergency response from a UN position or (I)NGO position in an emergency setting.
  • Extensive experience from and knowledge of the humanitarian coordination system.
  • Experience from supervision of research
  • Experience from facilitation of participatory processes (events/meetings/trainings)
  • Experience working with CSOs and/or diaspora organisations
  • Strong interpersonal communication and writing skills
  • Strong organization and multitasking skills
  • Cultural and gender sensitivity, adaptability
  • Fluency in written and spoken English, and French would an advantage
  • Additional language competencies are considered an asset
